Launch of Amani Africa’s 2021 Edition of African Union Peace and Security Council Handbook: Guide on the Council’s Procedure, Practice and Traditions

The second edition of the Handbook (Handbook 2021) is an updated version of the inaugural edition of Amani Africa’s Handbook on the AUPSC’s Procedure, Practice and Traditions. The 2021 edition provides fresh insights into the work of the Council and emerging trends in the Council and those that have impacted peace and security in Africa and the PSC itself. The launch has the principal objective of presenting the major issues that featured in the Handbook and to offer a forum to reflect on the trends and developments that have shaped the work of the PSC.

Concept Note

As part of its work in supporting the mandate of the African Union (AU) Peace and Security Council (PSC) through policy research, Amani Africa, in coordination with the PSC Chairperson for the month of August 2021, H.E Churchill Ewumbue-Monono, Ambassador of Cameroon plans to launch its second edition of ‘The African Union Peace and Security Council Handbook: Guide on the Council’s Procedure, Practice and Tradition’ on 30 August 2021. It is envisaged that the launch will take place virtually with the presence of respected members of the PSC, AU member states and partners.

Amani Africa has successfully launched the inaugural edition of the Handbook in September 2020. The first launch was conducted in collaboration with the PSC Chair for the month of September 2020 H.E. Mohamed Idriss, Ambassador of Djibouti. The first launch mainly targeted PSC members and AU member states. The public launch was convened in partnership with H.E. Ambassador Catherine Muigai Mwangi, Member of the PSC and H.E. Ambassador Edward Xolisa Makaya, Permanent Representative of South Africa to the AU and Chairperson of the Permanent Representatives Committee of the AU in 2020.

The second edition of the Handbook (Handbook 2021) is an updated version of the inaugural edition. The 2021 edition hence provides fresh insights into the work of the Council and emerging trends in the Council and those that have impacted peace and security in Africa and the PSC itself.

The Handbook continues to serve as an important reference material and practical guide to newly elected members of the PSC, the wider AU member states and diplomatic community as well as researchers and organizations working on peace and security. The Handbook is produced both to support the PSC’s mandate and to bring better visibility to the AU PSC at the continental as well as international levels.

The launch has the principal objective of presenting the major issues that featured in the Handbook and to offer a forum to reflect on the trends and developments that have shaped the work of the PSC. It will also serve to invite more discussion and reflection on how best the PSC enhances its effectiveness in delivering on its mandate.
