Democratic Republic of Congo has never been a member of the PSC.
DRC has been on PSC's agenda starting from 2004, when the PSC was activated, to present time. With the exception of 2009 and 2015, the PSC has considered the on-going crisis in DRC consecutively until 2019. In 2020 and 2021, DRC was not considered by the PSC raising question regarding the possibility for the removal of the file from PSC's agenda in line with Rule 7(3) of the PSC Rules of Procedure. Following the recent resurgence of M23 movement in 2022, DRC has featured in PSC's agenda both in 2022 and 2023. The situation in DRC has also extensively been dealt with, within the context of PSC's dedicated agenda item on the Great Lakes Region (GLR) which has been taking place since 2004 to present time, although not in a regular manner.
