South Sudan has once again descended into political and security turmoil following clashes on 4 March 2025 between the South Sudan People’s Defence Forces (SSPDF) and the White Army—Nuer militias allegedly linked to Riek Machar—in Nasir County, Upper Nile State. In the aftermath, several government officials and military officers affiliated with the Sudan People’s Liberation Movement in Opposition (SPLM-IO) have either been detained or fled the country. On 26 March, the First Vice President and SPLM-IO Chairman, Riek Machar, was formally placed under house arrest.
These developments have raised serious concerns about the risk of a return to full-scale civil war and have derailed the implementation of the 2018 Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS).
