Five sessions were convened by the African Union (AU) Peace and Security Council (PSC) in February with South Africa, under Ambassador Edward Xolisa Makaya, as PSC’s chairperson for the month. Four of the sessions addressed country specific situations while one session was committed to a thematic issue. Apart from the convening of all the sessions initially envisaged to take place, the PSC also held an additional session on the 2023 Africa Governance Report (AGR) by the African Peer Review Mechanism (APRM). Explaining the emphasis put on specific conflict situations as opposed to thematic issues during the month, the Chairperson, Makaya told Amani Africa that the choice of those situations sought to ‘inject some urgency in the resolution of these situations.’

Uganda was the stand-in chair of the African Union (AU) Peace and Security Council (PSC) in January. Five sessions were convened during the month. Out of these, two were substantive sessions with specific thematic focus while the remaining three were committed to the consideration of reports and outcome documents emerging from the PSC’s various activities in the preceding months.

Nigeria assumed chairship of the African Union (AU) Peace and Security Council (PSC) in December. Four sessions were convened during the month and three of these had two agenda items (the 1126th, 1128th and 1129th sessions), making the total agenda items discussed during the month seven. Of these agenda items, three were committed to country/region specific situations whereas one addressed a thematic issue and the remaining three were committed to consideration of conclusions of some retreats and convening of the PSC which took place during the year.

Namibia chaired the African Union (AU) Peace and Security Council (PSC) in November. The Provisional Program of Work initially envisaged six sessions with eight substantive agenda items. One of these sessions – a briefing on the deployment of 3000 troops to Sahel – was postponed to December. Two sessions that were not initially envisaged were added to the monthly program. Accordingly, the PSC held seven sessions in total. Of the seven sessions, four had two substantive agenda items (the 1117th, 1120th, 1121st, and 1122nd). Six of these agenda items were committed to country/region specific situations while three addressed thematic issues and one was a preparatory meeting held to receive key messages on climate change and peace and security nexus ahead of the 27th Conference of the Parties of the UN Framework Convention on Climate Change (UNFCCC) (COP 27). The remaining agenda was a consultative meeting of the PSC and the United Nations (UN) Peace Building Commission (UNPBC).

In October, the Kingdom of Morocco was the monthly rotating chairperson of the Africa Union (AU) Peace and Security Council (PSC). The provisional program of work initially envisaged five substantive sessions of which two agenda items were dedicated to country/region specific issues. Two more agenda items with country/region focus were added in the course of the month. Accordingly, situations in the Horn of Africa, Central Africa and the Sahel were considered during the month. Overall the PSC convened seven (7) sessions and one joint consultative meeting addressing a total of eight (8) agenda items plus the consultative meeting.

In September, Ghana was the monthly Chairperson of the Africa Union (AU) Peace and Security Council (PSC). From the items making up the agenda of the Provisional Program of Work at the beginning of the month, the PSC did not consider one agenda item and another item that did not initially feature in the program of work was added during the month. In total, the PSC convened six sessions. Four of these sessions were committed to thematic agenda, while two addressed country/region specific issues.

In July, Djibouti chaired the African Union (AU) Peace and Security Council (PSC). During the month, the PSC convened three sessions. All the sessions were dedicated to country/ region specific issues. Two sessions were held at ambassadorial level. There was one session at ministerial level. The outcome for all the three sessions were adopted as Communiqué. On average, it took about one week for the outcome documents of the sessions to be published.

During June, the Africa Union (AU) Peace and Security Council (PSC), under the chairship of the Republic of Congo, convened five sessions. Three of these were committed to thematic issues while the other two addressed a country/region specific issue. All sessions convened during the month took place at Ambassadorial level. The outcomes for the four sessions were adopted as Communiqués while no outcome document was released for one session. On average, it took about two weeks for the release of outcome documents.
